perf(desktop): enable the V8 code cache for the renderer scheme

Chromium only persists compiled bytecode for schemes that opt in, so every launch re-parsed and re-compiled the whole renderer bundle. With the codeCache privilege on oc:// the third launch onwards loads from the Code Cache directory. Packaged build, warm service, renderer main-thread task time until idle 481 -> 447 ms (script 110 -> 83 ms); shell visible 450 -> 405 ms after the renderer process starts.
